You can find toys that help kiddos walk anywhere. They start at about $20 and can go up to the $60 range. They usually have the ability to be stationary for kids sitting on the ground to play with. They have big wheels so they aren't fast when the kiddo does start using it to walk. The almost always will have some fun sounds and buttons/levers/slides on the front to play with.

In addition to a walker and exersaucer, we also had a push toy that Maddie liked to push around when she was cruising. It had a front with a bunch of lights and buttons and fun things, and played music. We used that thing for months--got our money's worth!
