Summer is a great time for free preschool activities. Try to aim for outside activities when it's cooler.

I've noticed in my area, more and more playgrounds are adding little splash fountains. They're nothing big or fancy but they're tons of fun for little ones. It's a great way for them to cool off.

Libraries usually offer story time for young kids and maybe a craft as well. Most libraries will also offer a summer reading program in an effort to encourage kids reading.

If you have some empty spray bottles, fill them up with ice cold water. Have a water spray fight.

Make your own bubble solution by mixing 1 cup of warm water with 4 tablespoons of dish soap. After the soap has dissolved and right before use, add 2-3 drops of vegetable oil to make the bubbles harder to pop. You can use household items such as bent pipe cleaners, slotted spoons and cookie cutters as bubble wands.
