Repeat Misbehavior

HELP ME!!!!! Back in July, just three days before Makenzie's birthday party, Jasmine HACKED Makenzie's hair. It is now FINALLY starting to grow back. Today, Makenzie climbed into my bed. Although she did not take as much off as before, she cut her sister's hair again. Jasmine is about to be 6. I have a two year old and a one year old and am due in December. I know a lot of acting out is to be expected, but this is getting crazy. I have been keeping scissors out of her reach, but it obviously isn't working. Between this and her school work (thank goodness behavior in school is good, or I would be bald) I don't know what to do with her. As she gets older, her attitude is changing. I need to get this nipped, any suggestions??​

    Does stressing the importance that only mommy/daddy/hair dresser cuts hair help? That's what I always said to mine. It seemed to work besides putting up all the scissors.
